June 2020 Activity and Arrest Summary

A criminal charge is merely an accusation and a defendant is presumed innocent until proven guilty.

On June 3, 2020, at approximately 3:54 pm, the Mar-Mac Police Department and the Clayton County Sheriff’s Office executed an arrest warrant for Jon F. Moreland, of rural McGregor, at an apartment complex on Main Street, in the city of McGregor. Prior to executing the warrant, Moreland fled the apartment before apprehension. As of July 1, Moreland is still wanted out of Wisconsin. Anyone with information on Moreland’s whereabouts are encouraged to contact their local law enforcement agency.

On June 8, 2020, at approximately 12:59 am, Mar-Mac Police was dispatched to the intersection of 1st and Anti-Monopoly Street, in Marquette, for a suspicious vehicle. During the investigation, the officer detected an odor consistent to an alcoholic beverage emitting from within the vehicle. The driver participated in the Standardized Field Sobriety Tests – Advance Roadside Impaired Driving Enforcement for alcohol and drug impairment. A specimen sample was obtained from the driver and submitted to the Iowa Division of Criminal Investigation Criminalist Laboratory for analysis. The incident remains under investigation.

On June 12, 2020, at approximately 6:05 pm, Mar-Mac Police was notified of a hit and run accident at the intersection of Main and 5th Street, in McGregor. During the investigation, the suspect vehicle was located at an apartment complex on Main Street. While speaking with the suspect, identified as Richard T. Connell, of McGregor, the officer observed signs of impairment and detected an odor consistent to consuming alcoholic beverages. The suspect participated in the Standardized Field Sobriety Tests. A search warrant to obtain a breath specimen was requested, approved, and tested. A complaint and affidavit was filed accusing Connell of Operating While Intoxicated 2nd Offense (aggravated misdemeanor).

On June 13, 2020, at approximately 3:04 pm, Mar-Mac Police was notified of a property damage accident on the Marquette-Joliet Bridge, in Marquette, involving a motorcycle and a vehicle. During the investigation, as the eastbound traffic traveled through the construction zone, for unknown reasons, the traffic ahead of the vehicle stopped. Due to the abrupt stopping, the motorcycle attempted to avoid the stopped vehicle. The motorcycles collided with the vehicle. No injuries were reported and both vehicles were driven from the scene with minimal damage.

On June 19, 2020, at approximately 1:38 pm, Mar-Mac Police was contacted by an individual from California who believes her six-year-old son may have scammed by a person in the Marquette/McGregor area. The individual accused the suspect of stealing an undisclosed amount of money from her son who intended to purchase an item through an online website. The individual was advised to contact their local law enforcement agency.

On June 21, 2020, at approximately 9:51 pm, Mar-Mac Police was notified of a hit and run accident on Kinney Street, in McGregor. During the investigation, a note was found identifying the other driver. The driver, identified as David S. Milligan, of rural McGregor, stated he backed into the victim’s vehicle while backing out of a private drive. Milligan left a note on the damaged vehicle providing his contact information. Milligan was cited for Failure to Maintain Control.

On June 27, 2020, at approximately 2:33 am, Mar-Mac Police was notified of motor vehicle accident on Eagle Drive, in rural McGregor. During the investigation, the suspect vehicle fled the scene and was located at a residence on Eagle Drive. While speaking with the driver, the officer observed signs of impairment and detected an odor consistent to consuming alcoholic beverages. The driver participated in the Standardized Field Sobriety Tests – Advance Roadside Impaired Driving Enforcement for alcohol and drug impairment. A search warrant to obtain a specimen sample was requested and approved. The specimen was submitted to the Iowa Division of Criminal Investigation Criminalist Laboratory for analysis. The incident remains under investigation.

On June 27, 2020, at approximately 5:25 pm, Mar-Mac Police responded to the intersection of Ann and 3rd Street for an injury accident involving a vehicle and a moped. During the investigation, a Chevrolet Equinox was traveling west on Ann Street before turning south onto 3rd Street. As the Equinox turned onto 3rd Street, the Equinox collided head-on with a Honda moped that was legally stopped at the 3rd Street intersection. The driver of Equinox was uninjured, and the driver of the moped was transported to an area medical facility by a private vehicle. A specimen sample was obtained from the driver of the Equinox and submitted to the Iowa Division of Criminal Investigation Criminalist Laboratory for analysis. The accident remains under investigation.
