Mar-Mac Police Department Achieves State Accreditation Through Iowa Law Enforcement Accreditation Program (ILEAP)

The Mar-Mac Police Department is proud to announce its successful accreditation through the Iowa Law Enforcement Accreditation Program (ILEAP).  This recognition reflects the department’s ongoing commitment to professional excellence, ethical policing, and public accountability.

ILEAP accreditation is awarded to agencies that meet or exceed statewide best practice standards in key areas such as use of force, evidence management, community engagement, records integrity, officer training, and organizational accountability.  The Mar-Mac Police Department completed a comprehensive accreditation review, including a policy audit, document verification, and an on-site assessment conducted on May 7, 2025.

With this accomplishment, the Mar-Mac Police Department joins a distinguished group of accredited agencies in Iowa, including 12 municipal police departments, one university police department, and one state agency currently recognized under the Commission on Accreditation for Law Enforcement Agencies (CALEA) program.  This statewide group represents the highest standards in law enforcement professionalism, accountability, and operational excellence.

The ILEAP assessor’s report commended the department’s leadership and progress, stating:

“Chief Millin should be immensely proud of his department and his desire to make his department the best it can be.  I recommend that the Mar-Mac Police Department be awarded ILEAP accreditation with an expiration date of May 21, 2029.”

The assessment also recognized substantial organizational recovery and advancement under Chief Robert Millin’s leadership:

“Chief Millin assumed control over a department that had been in turmoil… The trust in the Mar-Mac Police Department by the community and surrounding agencies was very tenuous.  Chief Millin has worked diligently reestablishing trust… by hiring qualified personnel and being more involved in the community.”

The report noted improvements in staffing, policy, technology, and transparency, including implementation of updated body-worn and in-car video systems, and the development of a “Chief’s Guidance Committee” to provide third-party input on internal matters.

According to the assessor:

“There were policies that needed to be amended to be in compliance… When I advised the Chief of the issues, he made the corrections very quickly and efficiently… I consider his files 100% in compliance.”

Chief Millin praised the efforts of the entire department and expressed appreciation for community and interagency support:

“This achievement reflects the dedication of our personnel, the trust of our community, and the guidance of our governing officials.  Accreditation affirms our continued commitment to integrity, accountability, and public service.”

Chief Millin will receive the accreditation award on behalf of the Mar-Mac Police Department at the 2025 Iowa Police Chief’s Conference in Coralville on May 21.

The accreditation is valid for four years, through May 21, 2029, subject to continued compliance and periodic review.
